A global picklist is a list of values that is defined and maintained at a global level in one's Salesforce organization. Instead of defining the same picklist values separately for each field or object, you define them once in a global picklist and then use this global picklist in multiple places.

open Home | Salesforce

Click on Gear icon and select " Set Up " from dropdown and click Next

In Quick Find box type "Picklist Value set" and select it

Click New

Click on Label give a title and then click on Name section ( the "Name" will be automatically taken) and the click on "Next"

In the value section, provide the values ( no.of values is as per the requirement) Note 1: Click the chechbox if one wants the order to be displayed in alphabetical order Note 2: Click the checkbox if one want to use the first value as default value and then click on "Next"

Click Save
